Participants in ED 101, the first course in NDCs four course series which comprises the Economic Development Finance Professional (EDFP) Certification Program, gain a solid understanding of both the basic tools and newest techniques used by successful economic development finance practitioners to assist small businesses and create jobs. The course explores economic development activities as part of a communitys overall economic development finance strategy and investigates the financing resources available for job creation projects. Participants structure and analyze economic development projects for small and medium-sized businesses as well as commercial real estate development utilizing incentive financing packages. Specific topics include:

private sector underwriting
filling financing gaps with economic development incentives

Job Opening: Chief Executive Officer

Los Angeles Housing Partnerships

LAHP was formed in 1989, currently has a full time staff of eight (8), and has a proven history of developing financially sound projects. The success stems in part from the complex layering of funding and the aggressive leveraging of public funds with private capital. Since its formation, LAHP has developed three new construction projects and acquired and rehabilitated 14 multi-family apartments with an approximate value of $122 million which includes approximately 1,100 units of affordable housing. Currently, LAHP has six (6) new construction and /or rehabilitation sites located in the City and County of Los Angeles that are either in the preacquisition, predevelopment or construction phase. It is anticipated that the current pipeline will result in 100 new apartments for families and 254 apartments for older adults, all with a supportive services component. The estimated total development costs associated with the projects in the current pipeline is approximately $130,000,000.

LAHP is searching for a new CEO to ensure the projects in the pipeline will be completed and to guide the organization to further success.

Chief Executive Officer
Los Angeles Housing Partnership

The Chief Executive Officer is immediately responsible to the Board of Directors for the overall administrative, planning, funding, execution and management of Los Angeles Housing Partnerships (LAHPs) housing and community development activities. Responsibilities include analyzing, initiating, funding and overseeing real estate development projects; developing and maintaining key business relationships and strategic alliances with community and financial partners as well as funders; oversight of all of the organizations real estate assets in operation and in development, including responsibility for managing the administrative and financial matters as well as the physical needs of LAHPs multifamily rental portfolio; program development related to targeted neighborhood initiatives and partnerships; generating income and working capital to finance ongoing operations and project predevelopment costs, hiring and supervising senior project management, asset management, accounting and administrative staff, overseeing all accounting and reporting activities, negotiating and administering all third party contracts; and representing and promoting LAHP to the public and local governments, agencies and stakeholders.

The CEO will work closely with the Board of Directors to develop and implement policies and procedures that will ensure the structure needed to achieve the organizations short and long term goals and objectives. Typical duties include:

Periodically evaluate staffing needs, and adjust staffing levels as needed. Hire, supervise, train, and evaluate annual performance of staff.

bullet

Supervise senior department staff, including Housing Development, Asset Management and Accounting.

bullet

Negotiate and execute debt and equity instruments and third party contracts with lenders, investors, vendors, consultants, architects, engineers, general contractors, attorneys, accountants, etc.

bullet

Work with LAHPs Housing Development staff to oversee all aspects of the development process, including but not limited to acquisition of development sites, optimization of available funding sources, preparation and submission of funding applications, negotiations with funding agencies and private lenders, selection of the members of the development team; and approval of the site layout inclusive of all elements of design for new construction and rehabilitation of affordable housing projects.

Work with LAHPs Asset Management staff to oversee all aspects of the organizations multifamily rental portfolio and related Asset Management responsibilities.

Conduct annual review of funding needs, prepare and present report to Board of Directors. Engage in fund development on an ongoing basis to ensure the continued successful operation and growth of LAHP.

Work with LAHPs Accounting staff to manage all LAHP financial activities, including developing and reporting on the organization's operating budget, ensuring that proper financial records are maintained, and assuring compliance related to all fiduciary, legal, regulatory and reporting requirements, develop and present annual report of financial health and projected needs to the Board of Directors.

Act as the primary LAHP liaison with community organizations, clients, third party contractors, funding agencies, financial institutions and public agencies, among others.

bullet

Report periodically to the Board of Directors; ensuring Board involvement in policy, financial and development issues; supporting Board development activities.

bullet

Clearly articulating a positive vision of LAHP and low income housing development in the Los Angeles Area with funders, lenders, investors, community organizations, public agencies and elected officials.

QUALIFICATIONS AND EXPERIENCE

bulletA strong entrepreneurial spirit and proven commitment to addressing the housing needs of low income individuals, families, seniors and special needs households.
bulletStrong knowledge and practical experience in all phases of affordable housing development and finance, including new construction and substantial rehabilitation projects, from concept through lease-up and operations.
bulletStrong knowledge of principles and practices of real estate development and transactions, planning and land use approval processes, marketing of rental housing, and Federal, State and local affordable housing legislation, regulations and funding sources.
bulletHigh proficiency and experience in the preparation and analysis of financial projections for affordable housing development and as well as project operations.
bulletProven knowledge and experience with local housing finance agencies, federal, state, local and private sources to raise capital.
bulletProven administrative and organizational skills; experience in providing direction and managing operations in areas such as staff supervision, budgeting and financial management.
bulletStrong negotiating skills in all aspects of affordable housing development and operation, including project financing, property acquisition, supervision of project development teams, property management and hiring and supervision of corporate staff.
bulletWorking knowledge of architectural design, discretionary approval and construction management processes.
bulletAbility to initiate, establish and maintain effective and cooperative working relationships with community organizations, City and redevelopment staff, elected officials, foundations, investors, lenders and other housing development professionals.
bulletExcellent writing and communication skills.
bulletAt least seven years of progressively responsible experience in affordable housing development, finance and programs (or similar activities), including at least five years of supervisory experience.
bulletGraduate level degree with emphasis on real estate development and finance, business administration, accounting or urban planning.
bulletIntegrity, compassion, and dedication to the affordable housing industry, mission and staff of LAHP.

Salary is commensurate with experience.
